'Tis the season for the annual PAHA Holiday party!

Chris and Virginia Campbell have graciously offered to host the party at their home on Swiss Avenue (again). This is a purely social event (after some brief announcements, a look at progress on Buckner Park, and voting), so come eat, drink and be merry. Bring your non-member neighbors who might be interested in PAHA.
The homeowner's association has kindly offered to provide the main course along with beverages including beer, wine, and soft drinks. Please bring your favorite appetizer, side dish, or dessert. For those that prefer to stay out of the kitchen, help setting up or cleaning up would be greatly appreciated.

Please consider bringing a coat or a toy for the annual Zaragoza drive. Renew your PAHA membership for 2010 (or do it online NOW via PayPal) .

Central Division Quarterly Crime Summit - August 6th

Join Us August 6th for the Central Division Quarterly Crime Summit
It's time again for the Central Division Quarterly Crime Summit, a gathering of the community and your Dallas Police Central Division representatives to discuss crime issues and plans for the coming quarter.
This quarter's meeting venue is graciously provided by St. Matthews Cathedral, located at 5100 Ross Avenue, between N. Garrett and N. Henderson. Click Here for a Mapquest Map and link to directions.
Deputy Chief Vincent Golbeck, commander of the Central Patrol Division, is your host for the evening.
A social mixer, with snacks and drinks, begins at 6:30pm, with the meeting beginning at 7:00pm. We expect the event to last no longer than 8:30pm.
Guest speakers include a representative from CERT (Community Emergency Response Team), and an officer from the Dallas SWAT team.
No RSVP is required. We look forward to seeing you there!

Crime Watch Update by Janet Staring

Summer is here and so is a rise in crime in our neighborhood. With the kids being out of school, car theft/break-ins, and home burglaries are the most common criminal activities in our area. Unfortunately, there is no way to prevent either of these from happening to you but there are several ways to decrease your risk significantly.

  • Remember to park your car in well lit areas.
  • Before leaving your car, make sure there is nothing valuable in sight.
  • Remove your GPS system from the dashboard and make sure there is nothing visible in your car that would encourage someone to break in.
  • Always roll up your windows and lock your car, even if you are just running in the store or your house and coming right back.
  • Always keep your windows and doors locked in your home. A large percentage of burglaries occur through unforced entries.
  • When you are away on vacation, leave a car in the driveway if possible and make sure you have someone pick up your mail and newspapers. Let the neighbors know the dates you will be gone and ask them to keep an eye on your property.

Don’t forget to call 911 if you see anything suspicious in the neighborhood!

As most of you know, PAHA has adopted Fire House # 3 (our fire and hazmat connection). They have many immediate needs which are not being met due to budget shortfalls. Their needs include:

  • towels
  • any kitchen items
  • sheets
  • pillow cases
  • pillows
  • mattresses (75x40)
  • interior paint
  • exercise equipment
  • locks for doors
  • a grill and/or smoker

If you can donate, please bring smaller items with you to the meeting.
For larger items, I will arrange to have them picked-up.

ACTION REQUIRED: MZ Grocery Hearing Thursday, March 26

Alright everyone, it's time to rally the troops for MZ Grocery one more time. They have filed their appeal and the matter is set for hearing next Thursday, March 26th at 9:30 a.m. It is being heard in the 44th District Court (Judge Carlos Cortez), which is located downtown in the George Allen Courts Building at 600 Commerce Street (this is different from where the trial was). This is very short notice, but that is the timeframe that the procedural rules dictate.

We need as many people there as possible. No one will have to speak and, in fact, the Protestants sole mouthpiece will be the Attorney General's Office (who represents TABC, the technical "Defendant"). However, just as with the original trial, neighborhood participation through attendence will be very important.

Date: Thursday, March 26
Time: arrive in court by 9:15
Location: George Allen Courts Building, 600 Commerce Street
Parking: there are various parking lots around the courthouse, but there is underground parking connected to the courthouse (entrance on Commerce St. by the Old Red Courthouse) that is very convenient. Approximately $8-$9.
Duration: The hearing could last anywhere from 10 minutes to 2 hours, but it should not be an all-day event like the trial.

This is the final step, if we are successful, at having alcohol sales discontinued at MZ Grocery. A final ruling is due by March 30th, so the end is potentially in sight. We need everyone's help to try and finish this out!

A few updates from the January Meeting

A few brief updates and reminders from tonight's meeting:

  • Membership dues are due! In order to continue operating and making great things happen, we need your support. For instructions on submitting dues, click here.
  • Officer Kelly Qualls announced the crime in Dallas is down 10%. In the Central Division, where PAHA is located, crime is down 21%! Show your commitment to continued progress in fighting crime at the January 15 Crime Synopsis Meeting.
  • At the request of a neighbor, Officer Qualls is researching whether the secondary emergency route designation on Swiss Avenue can be removed to allow for pursuit of speed bumps.
  • The Tree Planting project approved at the December meeting is underway. Tree planting sites are being planned and property owners will be contacted. Neighbors whose property is not selected as a site may purchase trees through Texas Trees Foundation as part of this effort. Contact Zelman Brounoff with questions.
  • Some neighbors were surprised to learn you can call 311 to report potholes!
  • Planning is underway for the 2010 Bond Election. PAHA will develop a list of priorities based on neighbor input. If you see problems around your street or around the neighborhood, submit input for the bond package at the February General Meeting or to PAHA's President or 2nd VP.

ACTION NEEDED: Form Based Zoning Case Dec. 10

FORM BASED ZONING DECISIONS – DECEMBER 10th – EMAIL OR CALL COUNCIL TODAY!!

THREE KEY ISSUES are still needed to protect our neighborhoods and to make the form-based zoning ordinance an effective tool. There are three items that still remain “off of the Natinsky / Staff Form Based Zoning Ordinance” and Dallas needs these items included. Neighborhoods and Developers are on the same page with this plea. 

WE STILL MUST ASK THE COUNCIL TO:

  • INCLUDE Critical Mass,
  • INCLUDE Residential Transition Neighborhoods,
  • INCLUDE Residential Proximity Slope.

If you do not understand what these items mean, some examples applicable to Peak’s Addition are listed at the bottom of this article.

If these items are not in the ordinance, each of these issues would have to be fought on a case-by-case basis going forward for generations. This will be a waste of time for us all. If we include these 3 items in the ordinance, we can spend our volunteer hours working for parks and schools, as opposed to fighting zoning cases. 

Please give the City Council your personal perspective as someone who ends up working on neighborhood zoning issues or as someone who lives next to a structure that is inappropriate. All three items we need are included as "green" options in the City Council 's copy of the ordinance.

We want the Dallas City Council to “VOTE GREEN” on Wednesday. 
When you email the Council, ask them to vote for the GREEN AMENDMENTS included in their packets. 
These are the Developer/Neighborhood Compromise. We are not asking for everything that we need, but feel that these are the top three items that MUST be included.

CORRECTION: Form Based Zoning City Council Hearing 12/3 9 a.m.

The City Council Public Hearing will be next Wednesday morning, December 3 starting at 9 am in room 6ES at City Hall. The Developer-Neighborhood compromise is supported by Preservation Dallas, the Dallas Homeowners League, the Old Oak Cliff Conservation League, the Real Estate Council, and the City Plan Commission. City staff will be presenting a different version that does not include several key elements that will protect stable, single family neighborhoods.

City Council may vote on this at the public hearing. Please consider attending to show your support for the Developer-Neighborhood compromise version.

Hey everybody, 'tis the season for the annual PAHA Holiday party. It's finally here!

This year, Chris & Virginia Campbell have graciously offered to host the party at their wonderful home on Swiss Avenue. This is a purely social event (after some brief announcements and voting), so come eat, drink and be merry. The party starts at 7:00 on December 2nd.

Business matters to be covered including voting by membership on:

  • 2009 Board of Directors
  • Proposal for the allotment of funds from the Association treasury to purchase and plant trees along the streets of the neighborhood
  • Proposal to increase annual membership dues to cover new activities and increased costs

The homeowners' association has kindly agreed to provide a barrel of ice cold beer from our very own Shiner, Texas, as well as a few bottles of wine and the main course. When you RSVP (via Evite), please note how many guests you plan to bring and sign up to bring your favorite appetizer, side dish, or dessert, along with your favorite beverage. For those that prefer to stay out of the kitchen, help setting up or cleaning up would be greatly appreciated.

There is a small, $5/pp charge for non-PAHA members only (pay at the door). PAHA members are free. Once again, membership has benefits!

MZ Grocery Final Hearing Scheduled by Walker Duke

The final hearing on the protest of MZ Grocery Store's alcoholic beverage permit has been scheduled for Friday, August 22, 2008 at 10:30 a.m. It will be held at the State Office of Administrative Hearings, located at 6333 Forest Park Road, Suite 150-A, Dallas, Texas 75235. After several postponements, our protest will finally be presented to the Administrative Law Judge for a final ruling.
We have had a great neighbor showing at the previous two settings. This sent a clear message to the administrative law judge that the neighborhood has united in this cause. PAHA is calling on your support one more time. We need as many neighborhood residents as possible (PAHA members or otherwise) to be in attendance at the August 22nd hearing to demonstrate to the Court just how unified the community is on this issue. If you have first hand knowledge of shady activities at or around MZ Grocery, or have documentary evidence of this (e.g. pictures, video, etc.), please contact Walker Duke at 214.891.8034, as you may have an opportunity to share your experiences with the Court. Even if you do not wish to testify at the hearing, everyone's support in the form of their attendance will be vital. If you cannot make it to the hearing but would still like to contribute to the cause, we would welcome letters to the Court. Please call Walker if you are interested in providing this form of support.

MZ Grocery TABC Hearing Postponed

Please be advised that the MZ Grocery TABC Hearing has been delayed and will not occur Friday, March 28, as previously scheduled. A new date will be published in the future.

TABC has agreed to allow us to present our evidence on 4 arguments, and as such deemed that the other side should be allowed more time to prepare their defense. This is worth the delay as it gives us time to prepare our evidence even more.

MZ Grocery Hearing Friday, March 28

Open house for Carnival redevelopment proposal

henderson_avenue.jpgAndres Properties is hosting a neighborhood meeting and open house Tuesday, January 15th, 6:30 - 8:00 pm to showcase their plans for the redevelopment of 2.95 acre Carnival site at 1800 Henderson Avenue. The event will take place inside the former Carnival facility, and will be catered by local restaurants.

City Plan Commission hearings are set for January 17th at Dallas City Hall.

The City of Dallas Department of Development Services will host a meeting to discuss the proposed changes to the Historic Preservation Tax Incentive Program. At this meeting the existing requirements and the proposed changes will be reviewed. There will be an opportunity for public comment.

PAHA Opposes Reconciliation Outreach SUP Proposal at Peak & Bryan

The City Planning Commission review of Reconciliation Outreach's request for a Special Use Permit to turn the Brannon Building at the corner of Peak and Bryan Streets into an elementary charter school has been delayed. Our Homeowners' Association opposes this request, and will provide more information for the date of this review when it is available, so that members can attend the meeting to voice their opposition.

We had a great meeting at Daddy Jack's Wood Grill in Deep Ellum. Keith Allen and Brian Harvey joined us to discuss crime issues in and around the neighborhood. Thanks Daddy Jack's, Keith, Brian, and everyone who joined in the fun! We had several new members, too!

Summer Social Recap

On July 3rd, PAHA held its monthly meeting and a social at the home of Sherry Swanson and Brent Duncan. Sherry treated guests to tours of the amazing renovations she and Brent have done to the house and then guests mingled with each other over drinks and appetizers. PAHA President J.W. Brasher led a brief meeting. He described the proposed Reconciliation Outreach plan to renovate the Brannon Building at the corner of Peak and Bryan into a charter school. Brasher summarized plans the neighborhood has heard so far and indicated that the Board and Old EDAN believe that a school in this location is a poor use of a great space. Brasher also detailed plans for an apartment complex development near the intersection of Fitzhugh and Live Oak. The apartments are currently slated to be large, upper to medium priced apartments with a Craftsman exterior. Brasher commented that this developer had been very responsive to the concerns of the neighborhoods and made numerous changes after speaking with neighborhood representatives.
Pamela Ashford, our city services coordinator, spoke about her job and updated guests on recycling options in Dallas. She encouraged guests to call her if they have a problem with city services.
After the meeting, guests ate hot dogs and burgers cooked up by Clark Mitchell and Mark Staring and enjoyed the pot luck side dishes. In spite of the heat, everyone had a great evening of good food and good fellowship. Join us for our next general meeting.

Join PAHA Tuesday, January 9th, for exciting discussion regarding Buckner Park! The meeting will include:
- presentation from the Park Department regarding design for sweeping improvements to the park, including trees, landscaping, lighting, and major design changes
- opportunity to view renderings of what the new park would look like
- plans for making the park part of the historic district to protect the land
- small group discussions amongst neighbors to add to or change the planned design
