Crime Alert - Carjacking

Car-Jacking this morning at approx 5:45 am in the 4500 blk. of Sycamore

Complainant was shot during the offense.

Taken was a red Chevy Tahoe lic. 07DHJ4....has a State Farm Insurance
sticker on rear window.

If you have any info on the suspect or the location of the vehicle
please call 911.

Crime Alert

Old gray Ford minivan, panel van with no windows, 2 Latino men in front was seen driving multiple times up and down on Sycamore St. Saturday morning. An old van of the same description was possibly involved in an attempted break-in on Bryan Parkway Friday. A rear window was smashed but thieves did not gain access to the house because the alarm went off. There have been 5 burglaries in one block of Victor St. in one week. Break ins are on the rise. Please be alert. If you see this gray van see if you can get a license number and/or alert the police. We are having both daytime and evening burglaries lately. Stay safe. From Jackie Staley

Volunteers in Patrol Class - March 12

The Central Patrol Division is hosting a Volunteer in Patrol class on March 12th from 6 pm until 10 pm. It will feature a guest speaker who will discuss Crime prevention on the Katy and Santa Fe Trails. This course will be held at 5100 Ross Avenue at St. Matthews Cathedral using the entrance on the South side of building.

The Volunteers in Patrol program is a Dallas Police-sponsored citizen watch and patrol group. Interested members receive training from the police department and then agree to patrol our neighborhood in their cars, with a partner, about one night a month. These volunteers look for suspicious activity and call the police. The marked cars help send a message to criminals that we are serious about fighting crime and that there are neighbors on the lookout for crime. Consistent VIP patrols have been proven to reduce crime in neighborhoods around the nation. Peak’s Addition has several trained volunteers already and simply needs more to get the program jumpstarted again. The Dallas Police Department offers flexibility with the training and the patrolling schedule can also be fitted to meet individual needs. In addition to monthly patrols, volunteers meet once or twice a year. The more volunteers we have, the more frequently we can patrol our neighborhood. Residents Invited to Provide Input in Selection of New Police Chief

The City of Dallas will be holding three community meetings to gather input from residents and business owners for the process of selecting a new police chief.

The next Police Chief will serve all of the diverse communities of Dallas, and it is extremely important that the City hears from those communities and knows what is important to them.

Maybe you want a Police Chief that:

• Has a strong commitment to innovative crime reduction strategies
• Will take community policing to new levels
• Will focus more on foot patrols
• Will get the department to communicate with the public in real-time via Twitter

Holiday Tips from the Dallas Police Department

A crime occurring frequently this time of year is the removal of parcels from front doorsteps. If you are expecting a package, you may consider asking a neighbor or friend to check on it if you will be absent during the planned delivery time. Another good idea is to require signature on delivery, it really helps getting the item replaced if something does go missing.

If you see suspicious people wondering neighborhoods - as always - please call.

Beautiful trees and open windows displaying presents should be closed during the daytime when we are off to work.

After opening those boxes....dispose of them in a discreet manner....our trash is a big advertiser of what we have inside our homes.

Crime Stats for Peaks Addition - 28 Day Period, Sept. 16-Oct. 13, 2009

Good news! Crime in Peaks Addition is down. According to reports from the Dallas Police Department, crime is down 36% from Sept 16-Oct 13, 2009 vs the same time period in 2008. Also, crime is down 53% from the last reporting period, Aug 19-Sept 15, 2009. Following are the crime stats for this month:

DPD Crime Alert

Robbery of Individual
5400 Richmond
09/23/09
 
On September 23, 2009, around 11:50pm, a complainant was outside her vehicle on the 5400 block of Richmond Avenue, beat 143 (map is attached to this e-mail message), tending to items in the trunk of her vehicle.
 
A vehicle stopped behind her vehicle, and a suspect exited the vehicle quickly on the passenger side.  The suspect was armed with a black semi-automatic pistol.
 
The suspect pointed the pistol at the complainant and demanded the complainant’s property.  The complainant complied and was not harmed.
 
The suspect got back into the passenger side of the suspect vehicle and fled west bound on Richmond.
 
SUSPECT:        Latin Male, appx. 25 years of age, 5’8”, 160 lbs, described as medium build.
                        Suspect has facial hair described as a mustache/goatee
                        Suspect was wearing a dark grey “hoodie” with the hood up (on his head)

VEHICLE:         Red Toyota SUV, no other descriptors.

Crimewatch Update by Janet Staring

According to Kelly Qualls, Crime Analyst for the Central Patrol Division of the Dallas Police Department, crime has been increasing in our neighborhood this summer. According to Mr. Qualls, “the two most worrisome trends I see are residential burglaries and burglary of motor vehicle (BMV).”
Residential Burglaries:  This 28 day period vs. previous period, they’ve doubled, from 3 to 6.  Most (4 of the 6) have occurred during the day (2nd watch, 8am – 4pm), which is normally seen in residential burglaries.  Burglars like to strike when no one is home.  Three of the six occurred along Carroll between Swiss and Junius.  Residential burglaries are down slightly from the same period last year.
BMVs:  Up significantly both this 28 day period vs. previous and this 28 day period vs. last year.  This is a trend we’re seeing division wide.  In areas other than Peaks’ Addition, the majority of items taken are GPS receivers (the portable units, such as Garmin, Tom-Tom, and the like).  In Peaks Addition, no portable GPS units were reported taken.  One factory installed unit was taken (very unusual).  Two pickup truck tool boxes were broken into (in two offenses), and car stereos were taken in two other offenses.  One offense showed computer, phone, IPOD, etc. being taken. 
Violent crime is down in both 28 day comparisons (this vs. previous, and this vs. same period last year).
Officer Qualls also stated “it looks like Vice ran a sting in your area recently, as there were several prostitution arrests.  It also looks like patrol officers have been giving good attention to your area as well, as arrests in general looked good this 28 day period.”
Remember to keep your homes and cars locked at all times and call 911 to report any suspicious activity!

It's time again for the Central Division Quarterly Crime Summit, a gathering of the community and your Dallas Police Central Division representatives to discuss crime issues and plans for the coming quarter.

Deputy Chief Vincent Golbeck, commander of the Central Patrol Division, is your host for the evening.

Crime Alert

Additional information on the aggravated burglary crime alert that Officer Qualls provided at our May Meeting:

Vehicle is a white, 4 door, Ford Crown Victoria, older model. It has 22”-24” chrome wheels, and a driver’s side spotlight. It sounds like an old DPD police cruiser (we’re too cheap to put a 2nd spotlight on the passenger side!) that was sold at auction.

Suspects: 2 B/M, each 25 – 30 years of age. Both 6 foot, one is described as 180 lbs, the other as 230 lbs.

Both suspects are armed, each with a handgun.

Both the offenses occurred on April 27th. One was in the 3300 block of Armstrong around 9:05pm, and the second one was in your neck of the woods, at 316 N. Carroll, after 11:00pm.

MZ Grocery Victory!

On March 26, 2009, MZ Grocery’s appeal of TABC’s decision not to renew their alcohol sales permits was held in the 44th District Court before Judge Carlos Cortez. Following a 90-minute hearing, Judge Cortez affirmed TABC’s decision denying renewal of the permits. This confirms the administrative law judge’s previous ruling and represents a huge victory for the neighborhood.

TABC’s order takes effect immediately, though the agency may give MZ Grocery a little time to dispose of its inventory. Nonetheless, alcohol sales should cease within a few days.

Many thanks to the sizeable group of neighbors who showed up (many for the fourth time) at the hearing to voice their support in the form of their attendance. Once again, the showing of community support on this issue was invaluable. Also, much appreciation is due to Nick Canaday from the Texas Attorney General’s Office, who was tasked with arguing for the affirmation of TABC’s order with only 6 days to learn all the facts and prepare the legal arguments.

A few updates from the January Meeting

A few brief updates and reminders from tonight's meeting:

  • Membership dues are due! In order to continue operating and making great things happen, we need your support. For instructions on submitting dues, click here.
  • Officer Kelly Qualls announced the crime in Dallas is down 10%. In the Central Division, where PAHA is located, crime is down 21%! Show your commitment to continued progress in fighting crime at the January 15 Crime Synopsis Meeting.
  • At the request of a neighbor, Officer Qualls is researching whether the secondary emergency route designation on Swiss Avenue can be removed to allow for pursuit of speed bumps.
  • The Tree Planting project approved at the December meeting is underway. Tree planting sites are being planned and property owners will be contacted. Neighbors whose property is not selected as a site may purchase trees through Texas Trees Foundation as part of this effort. Contact Zelman Brounoff with questions.
  • Some neighbors were surprised to learn you can call 311 to report potholes!
  • Planning is underway for the 2010 Bond Election. PAHA will develop a list of priorities based on neighbor input. If you see problems around your street or around the neighborhood, submit input for the bond package at the February General Meeting or to PAHA's President or 2nd VP.

Central Patrol Division's Year End Crime Synopsis

You and your guests are invited to the Central Patrol Division’s Year End Crime Synopsis on Thursday, January 15th, beginning at 6:30pm, at the César Chávez Learning Center, 1710 N. Carroll Street.

The meeting’s focus is to inform residents of crime trends seen during the past year, of current crime trends, of successes in combating crime, and to encourage continued dialogue between the public and the police Department. The new Central Division Watch Commanders (Lieutenants in command of each watch, or “shift”, and responsible for different geographic areas within the Central Division) who have come to the Central Patrol Division will be introduced at the January meeting.

Past meetings have proven very successful. Information exchange, both from police to the public, and from the public to the police, has helped to identify areas and trends that needed to be addressed.

This meeting is open to the public.

MZ Grocery Final Hearing Scheduled by Walker Duke

The final hearing on the protest of MZ Grocery Store's alcoholic beverage permit has been scheduled for Friday, August 22, 2008 at 10:30 a.m. It will be held at the State Office of Administrative Hearings, located at 6333 Forest Park Road, Suite 150-A, Dallas, Texas 75235. After several postponements, our protest will finally be presented to the Administrative Law Judge for a final ruling.
We have had a great neighbor showing at the previous two settings. This sent a clear message to the administrative law judge that the neighborhood has united in this cause. PAHA is calling on your support one more time. We need as many neighborhood residents as possible (PAHA members or otherwise) to be in attendance at the August 22nd hearing to demonstrate to the Court just how unified the community is on this issue. If you have first hand knowledge of shady activities at or around MZ Grocery, or have documentary evidence of this (e.g. pictures, video, etc.), please contact Walker Duke at 214.891.8034, as you may have an opportunity to share your experiences with the Court. Even if you do not wish to testify at the hearing, everyone's support in the form of their attendance will be vital. If you cannot make it to the hearing but would still like to contribute to the cause, we would welcome letters to the Court. Please call Walker if you are interested in providing this form of support.

2008 Clean Up Dallas Event - Trash Attack & Graffiti Wipeout

What is it?
The 2008 Trash Attack and Graffiti Wipeout is a City-wide community effort to remove litter and trash and abate graffiti in our City.

Who can participate?
Anybody can! This is a great event for families, Scout troops, schools, and private corporations. You can even earn community service hours for school for this! *Minors will need adult supervision and have a signed liability waiver from their parent or guardian for the day of the event.

Where do I register and check in?
Registration will open online April 1. You Check-in Locations are listed below for the area you choose.

On the day of the event, go the the assigned Check-in Location for your area.
Receive assigned work areas and go work them

Porch Thieves Caught!

Officer Keith Allen has confirmed that 2 people involved in the recent string of thefts of plant and porch/patio items have been arrested. They admitted to a large number of thefts in and around our neighborhood. The charges against them have been boosted to the felony level.

Cameras for Crime Prevention - Options for Neighbors by Elizabeth Nelson

Peak’s Addition neighborhood has been investigating the cost and effectiveness of investing in a neighborhood camera surveillance system. Some neighborhoods have had great success with neighborhood camera systems. Statistics have shown that installing the system can drastically reduce crime as well as provide us with hard evidence to prosecute criminals that are captured by the system.

Still, the effectiveness of the system in an urban neighborhood such as ours is unknown. While the neighborhood continues to evaluate whether this investment will solve our problems, neighbors should be aware of their options to purchase private systems for their homes, if they choose to do so. There are many different companies that offer camera systems, Omni Watch is just one company that has provided us with a quote to share with neighbors. Peak’s Addition is not endorsing one company over another, simply passing along the information that we have received.

Burglary on Junius Street

On Tuesday, July 10th, a home in the 4300 block of Junius was burglarized. The intruder(s) broke out a window and entered during the day. They made off with mostly smaller items and appear to have been on foot, according to the police. Please be on the lookout and be cautious!

Scam Artist in Neighborhood

Neighbors are cautioned to look out for the following con artist who is once again canvassing our neighborhood.

A man knocked on a PAHA neighbor's door on Junius Street and after a polite introduction in which he claimed he was a neighbor and apologized for his appearance, asked for help with some gas money for himself and his girlfriend. He offered to write a check from Washington Mutual in exchange for cash and offered up several "references" including that he worked downtown at Hoffbrau House, was a neighbor, and had just spoken with some other neighbors but was embarrassed to be doing this.

He is a black man who used the name Douglas, claimed to be Canadian, spoke with a slight British accent, and on Monday, July 16, was wearing a blue button down Oxford shirt, khaki pants with a belt, and black tennis shoes. He was very charming and friendly and did not immediately appear threatening or intimidating. Nonetheless, neighbors should be cautioned that this man has approached numerous other people in our area with the same story over the past few months and that the check he offers turns out to be a fake. Neighbors should report this man to the police if he approaches them.

Give Graffiti the Brush! There’s nothing worse than neighbors coming together to beautify their community only to be slapped in the face with random graffiti spray painted on street signs, buildings or fences.  There is no such thing as a graffiti artist – they are criminals. According to the Dallas Police Department, it is a common misperception that most graffiti is done by gangs when in fact gangs are responsible for less than 10% of graffiti nationwide and locally.  Despite who is responsible for the graffiti, the negative result to the community is the same. When graffiti is allowed to take over a neighborhood it triggers other crimes.  Tackling this problem is fundamental to creating safe, sustainable and prosperous communities.  That’s why it’s important to remove graffiti quickly.

Graffiti Wipe-Out

Give graffiti the brush on Saturday, May 19th! Come on out and join this city-wide united effort in wiping out graffiti and beautifying Dallas.

Registration begins at 9:00 a.m at Fair Park. Pull in from Parry Ave and there will be lots of signs to direct you.
Painting from 10:00 a.m. to 12:00 noon.
Drop the paint back off by noon at Fair Park and Carrabba's Italian Grill will provide lunch.

Because of the crowding at the Dallas County jail, the county is releasing 1000 prisoners.  Police expect a large number of those "releasees" could come to East Dallas and the Fair Park area, with potential to cause an increase in theft in our neighborhood.  Please be vigilant.

Crime and Cameras: Do they Work? -- by Sandy Graham

On August 3rd there was a joint meeting with Munger Place concerning the updated VIP/VRT program. We also had a presentation from Omni-Watch Systems by the President Butch Davis and the Sr. V.P. Bill Mott. They demonstrated their system and showed the various components. Essentially there are two types of cameras, both quite effective, with the less expensive camera running at about $1500. The key feature of this system is that the cameras are connected to the internet and anyone with a password can access the live feed or pull up from the last couple of weeks video from a specific location.
Richland Park Estates after having installed the cameras, had an 80% drop in crime. Having said that, they had about 26 crimes last year and about 11 crimes this year which included non-type I crimes. That is, it included vandalism, malicious mischief, forgery, other assault, etc.. PAHA crime reports include type I crimes (burglary, robbery, theft, murder, rape, and aggravated assault), which averages around 50 crimes per month for the last year. Thus, our crime rate is much higher.
When discussing the number of cameras it would require, Bill Mott guessed it would take about 25 cameras because of the number of entrances to our neighborhood, an expensive proposition. One consideration is that if surrounding neighborhoods and Downtown Dallas get the cameras, criminals may migrate towards neighborhoods without cameras.
To be able to evaluate the system, Elizabeth Nelson is contacting Omni-Watch Systems so that our association may also have a demonstration and hear the particulars either in September or in October.

An Overhaul for the VIP Program Making it More User Friendly! BY SANDY GRAHAM

In June, Paula Miller (The Crime Watch Rep for Munger Place), Officer Keith Allen, and Sandy Graham met to discuss how the group could revitalize the Volunteers in Patrol (VIP) Program, and make it more useful and efficient for those who have limited time, yet improve the quality of life in our neighborhoods.
We realized the biggest problem are time constraints. People just don’t have enough time to patrol the neighborhood with their busy schedule. So we hit upon a notion of changing the VIP program from a time oriented approach to a task-oriented approach and encompass a Volunteer Response Team (VRT). That is, while some people may want to patrol the neighborhood, others could periodically search for graffiti and work on getting it abated. We also could have some people watch and be responsible for certain areas that are very problematic (homeless, drinking on public property, etc). However, we need your input, and of course we need volunteers!
So please plan on attending a meeting at Paula Miller’s house at 5000 Reiger on the corner of Collett and Reiger on August 3rd at 7 PM. Officer Allen will be attending and we hope that we can get things moving in a positive direction again. Everyone is invited whether or not they are VIP trained and refreshments will be provided!

Crime Update

Within the Peak’s Addition Homeowners’ Association borders, crimes are down 5.2% for 2006 as compared to 2005. This is largely due to the decrease in thefts. Thefts are considered to be crimes where items have been stolen from one’s property (not within the house) or from one’s car. Frequently, BMVs (burglaries of motor vehicles) are included in the theft totals, but for 2006 they have been divided out. Of the thefts, 25 of the 55 were in the 4100 block of Gaston, the block containing the 7-11, Malone’s, and the Mr. Do’s Washeteria. In the other major streets in P.A., there have been 2 or 3 thefts on average.

Crime Alert

A thief stole two metal benches from the backyard of 4526 Reiger. The benches were dark gray and formed of heavy metal with a design that resembles leaves and foliage. If any neighbor has a tip or is approached to purchase benches matching this description, please alert the police immediately.

Graffiti Wipe Out

On May 20th, approximately 600 people divided into five groups corresponding to the police divisions and worked in teams to abate graffiti throughout Dallas. In Central, the areas from lower Greenville to Columbia to Deep Ellum were abated. Some of the citywide coordinators and the team leaders for the Wipe Out were from Leadership Dallas, a leadership development program organized by the Greater Dallas Chamber of Commerce to increase the leadership pool for community activities. Cris Jordan, Scott Potter, Councilwoman Pauline Medrano, and Chief David Kunkle have attended the year long training in the past. Bill Peterson led one of the teams which abated some of the largest walls in Deep Ellum facing the Deep Sushi parking lots on Elm Street.
Many sponsors helped to support this largely volunteer Wipe Out. Two of the main supporters were the East Dallas Meadows Foundation and Carrabba’s Italian Grill. A third major contributor was Sherwin Williams who donated almost 300 gallons of paint and all the painting supplies. So next time neighbors go to eat or to buy paint, please consider supporting these community-minded folks.
Finally, Jeff Bryan from Swiss Avenue Historic District, and Bill Peterson and Sandy Graham from Peak’s Addition, and Ray Irvine from Code Compliance were given plaques of appreciation by Angela Hunt for organizing the event. Angela Hunt should be be thanked for all her hard work and perseverance in making this City Wide Wipe Out a possibility.
